The October 2009 study showed that potential voters who received a mailing as their 18th birthday approached from the Washington Office of the Secretary of State that included information on voter registration were as much as 10 percent more likely to register than those who did not. Furthermore, those who registered did so when they became eligible, rather than waiting until closer to the registration deadline.
